IPSC added equipment divisions around the same time USPSA did.

IPSC rules had a box (similar to IDPA) that required the pistol to fit for Standard. Modified was anything goes, like Open, but the pistol had to fit the same box as a Standard iron sight pistol. And they look identical to this.
